Jack was born and raised in Rhode Island. He joined the U. S. Coast Guard in January 1966, and served at various units over a 30 year career including the Coast Guard Ceremonial Honor Guard in Washington, DC, USCGC Hornbeam (WLB-394), USCGC Escanaba (WHEC-64) and USCGC Vigilant (WMEC-617), USCG Recruiting Office in Lowell, Ma., 1st Coast Guard District Office in Boston, Ma., USCG Aviation Repair & Supply Center in Elizabeth City, NC, 17th Coast Guard District in Juneau (three separate tours totaling 11 years) and the USCG Group in Southwest Harbor Maine where he was the Group Comptroller and Law Enforcement and Intelligence Officer. He retired from the Coast Guard in Juneau on 1 April 1996 as a Chief Warrant Officer (W-4). His primary military specialty was finance and supply. Since then he has worked for the State of Alaska as a procurement specialist in the Department of Education, Department of Administration and currently in the Department of Corrections. Other training includes IS-700 National Incident Management System (NIMS), I-100 ICS Orientation, and I-200 ICS Principles and Features of ICS Courses and the Smith & Wesson Academy Intermediate Auto-Pistol School. Jack holds an amateur radio Extra Class license—callsign KL1AS. and is currently the President of the Juneau Amateur Radio Club. He has been an Alaska resident for thirty-six years.
